Enables up to 7,200 mainland Chinese fishermen to work as deckhands on Hong Kong-registered fishing vessels.
The Mainland Fisherman Deckhands Scheme was established in the mid-1990s as a targeted labor importation program designed to address the acute shortage of local manpower within Hong Kong’s traditional fishing industry. As the city’s economy underwent rapid modernization and urbanization, the younger generation of the local workforce increasingly gravitated toward professional, service-oriented, or industrial sectors, leaving the labor-intensive fishing trade with a dwindling pool of domestic deckhands. To prevent the collapse of this vital maritime sector, the Hong Kong government, in coordination with mainland Chinese authorities, formalized this bilateral arrangement to allow Hong Kong-registered fishing vessels to recruit specialized labor from the mainland. By creating a legal framework for these workers to enter the territory specifically for maritime employment, the scheme fills a critical structural gap in the immigration system, ensuring that the local fishing fleet remains operational and capable of maintaining the city’s food supply and maritime heritage despite the lack of local interest in the arduous, long-term nature of deep-sea fishing.
The ideal applicant for this scheme is a mainland Chinese national with maritime experience who is willing to commit to the rigorous, often months-long voyages required by Hong Kong-registered fishing vessels. While the program is niche and highly specific, it is distinctive for its unique administrative requirements, including a mandatory bachelor’s degree—a stipulation that sets it apart from typical low-skilled labor migration programs and reflects the government’s desire to ensure a level of professional competency and regulatory compliance among the 7,200 permitted workers. Unlike standard employment visas that grant broad residency rights, this scheme is strictly tied to the vessel owner and the specific nature of deckhand duties, meaning participants do not gain a path to permanent residency or the ability to switch employers freely. The primary benefit for the applicant is the opportunity to earn competitive wages within the Hong Kong maritime economy, while the limitation lies in the highly restricted scope of the visa, which mandates that workers remain under the strict supervision of their sponsoring vessel operator and adhere to specific repatriation protocols once their contract concludes.
