Allows residential care homes to import care workers to address manpower shortages, with a quota cap of 7,000.
The Special Scheme to Import Care Workers for Residential Care Homes was officially established by the Hong Kong Special Administrative Region government in 2023 as a strategic response to the city’s rapidly aging population and the resulting acute labor shortage within the elderly care sector. Historically, the demand for residential care services has consistently outpaced the local supply of qualified nursing and personal care staff, a gap that was further exacerbated by the post-pandemic economic recovery and shifting demographic trends. By introducing this targeted immigration pathway, the government sought to bypass the limitations of the traditional Supplementary Labour Scheme, which often proved too cumbersome for the urgent, high-volume staffing needs of private and subsidized care homes. This initiative is underpinned by the government’s broader policy mandate to ensure the sustainability of the social welfare system, effectively creating a streamlined administrative bridge that allows operators to bypass local recruitment hurdles when they can demonstrate a genuine inability to fill vacancies domestically. By capping the intake at 7,000 workers, the scheme functions as a controlled regulatory valve, balancing the immediate necessity of maintaining service standards in care facilities with the long-term goal of protecting the local labor market from undue displacement.
The ideal applicant for this scheme is a dedicated care professional, typically sourced from mainland China or other regional labor markets, who possesses the requisite vocational training or experience to provide high-quality assistance in residential care settings. The program is specifically designed for roles involving direct patient support, including personal care, assistance with daily living activities, and basic nursing support, making it an essential lifeline for operators of nursing homes and residential care facilities for the elderly or persons with disabilities. What distinguishes this visa from standard employment visas is its employer-centric, quota-based structure; rather than being an individual-led application, the process is contingent upon the care home operator securing a specific quota allocation from the Social Welfare Department. This ensures that only facilities with verified, documented recruitment difficulties can access the scheme. While the visa provides a vital pathway for foreign workers to contribute to Hong Kong’s social infrastructure, it carries distinct limitations, most notably the requirement for the employer to prove ongoing local recruitment efforts and the fact that the visa is strictly tied to the sponsoring facility. However, for the successful applicant, the scheme offers a stable, regulated entry into Hong Kong’s healthcare sector, providing a clear, albeit specialized, avenue for employment that is supported by government oversight and a standardized fee structure of HKD 230, ensuring that the process remains accessible and transparent for both the employer and the essential care worker.
