This status is specifically designed for Ukrainian citizens who resided in Ukraine prior to 24 February 2022, as well as third-country nationals who held international protection or permanent residence in Ukraine at that time and cannot safely return home. It also covers eligible family members. What makes this status distinctive is its focus on rapid, mass-scale integration, providing a temporary but comprehensive legal framework that bypasses traditional bureaucratic hurdles for refugees, while remaining distinct from permanent residency or standard asylum.
