Must be a member of a delegation invited by standing members of the Secretariat of the Communist Party of Vietnam, the Vice President of Vietnam, the Vice Chairman of the National Assembly, the Deputy Prime Minister, the President of the Vietnam Fatherland Front, the Chief Justice of the Supreme People's Court, the Chief Procurator of the Supreme People's Procuracy, or the State Auditor General.
Also includes members of delegations at the same level as Ministers, Secretaries of Provincial Party Committees, Presidents of People's Councils, or Presidents of People's Committees of provinces/cities under central authority.
Must hold a valid passport or international travel document.
