Overview

Residence permit for foreigners who own residential property in Turkey, granted for up to 2 years per term and renewable while ownership is maintained.

The Short-Term Residence Permit for property owners (Article 31/1-b, Law 6458) lets foreigners who own registered residential real estate in Turkey reside lawfully for renewable 2-year terms. No minimum property value. Separate from the USD 400K Citizenship-by-Investment route.

The binding constraint is the closed-neighbourhood (mahalle) regime: 1,169+ mahalles across Istanbul, Antalya, Bursa and Izmir are closed to new foreigner registrations. Pre-closure owners ok; later buyers cannot use this route.

This visa is ideal for foreigners who own (or are purchasing) a residence (mesken) to live in, not commercial property. Shared owners can each apply; non-owning spouses and minor children use a family residence permit. No work right.

ELIGIBILITY REQUIREMENTS

Own immovable property (taşınmaz) in Turkey; the property must be a house and used for residential purposes (Article 31/1-b, Law No. 6458).

Original or notarised title deed (TAPU) showing registered ownership.

Valid passport with sufficient remaining validity beyond the requested permit duration.

Valid private health insurance covering the requested permit period (for applicants aged 18-65).

Sufficient and regular financial means to support the applicant (and any dependants) during the stay.

Address registration in Turkey at the owned property.

Property must not be in a neighbourhood (mahalle) closed to new foreigner residence registrations; current property owners who held the deed before the closure date are generally exempt.

No violation of public order or security; criminal record disclosure may be required.

  • Property is in a closed neighbourhood (mahalle) and was acquired after the closure date — new applications are refused.
  • Property is commercial, land, or otherwise not a registered residential dwelling.
  • Title deed is not registered in the applicant's name (e.g. held via a Turkish company).

Application Process

Purchase qualifying residential property: Complete the sale and have the title deed (TAPU) registered in your name at the Land Registry (Tapu ve Kadastro).

Register address: Obtain your address registration document (Yerleşim Yeri Belgesi) for the owned property at the local Nüfus Müdürlüğü.

Buy valid health insurance: Obtain private health insurance covering the requested permit period (if aged 18-65).

Create e-İkamet account and apply online: Register on e-ikamet.goc.gov.tr and complete the short-term residence permit application selecting 'taşınmaz sahibi olmak' (property ownership) as the reason.

Print form and gather supporting documents: TAPU, passport, biometric photos, insurance, address registration, financial proof, fee receipts.

Pay fees: Residence permit fee (harç) and TRY 964 card fee via virtual POS, tax office, or contracted bank.

Attend appointment at the Provincial Directorate of Migration Management: Submit the printed file and provide biometric data.

Receive the residence permit card by post at the registered address (typically within several weeks).
