Overview

Statutory exemption from Singapore entry-permit rules for accredited diplomats, consular officers, visiting forces and international-organisation staff, plus their families.

Singapore's Immigration Exemption Order (IEO) is subsidiary legislation under section 56 of the Immigration Act 1959 that exempts accredited diplomats, consular officers, members of a visiting force, holders of international-organisation privileges, and their families, from the section 6(1) entry-permit requirement.

The IEO is granted free of charge: the sending mission liaises with the Ministry of Foreign Affairs, ICA endorses the exemption in the holder's passport, and it stays valid for the posting. Dependants who want to work must first email a Letter of Consent application, endorsed by the employer, to ICA.

This visa is ideal for accredited foreign diplomats, consular staff, visiting-force members and international-organisation officials posted to Singapore.

Advantages & Considerations

Key Benefits

  • No application fee — the exemption is granted by ministerial order, not a paid visa.
  • Valid for the full duration of the official posting and renews automatically while accreditation continues.
  • Covers spouses and dependent children under the same exemption with no separate dependant pass.
  • Dependants may work in Singapore once a Letter of Consent is approved by ICA.
  • Holders are exempt from needing a Student's Pass for full-time study in approved institutions.
  • No salary, education, age or nationality thresholds — eligibility is based on official accreditation.

Worth Knowing

  • Application is routed through the sending embassy and Singapore's Ministry of Foreign Affairs, not submitted directly by the individual.
  • Status is tied to the official posting; when accreditation ends, the IEO ceases to be valid.
  • Dependants cannot start employment until the ICA Letter of Consent is issued.
  • Permanent residents of Singapore are expressly excluded from the exemption.
  • Holders remain subject to immigration examination at checkpoints on arrival.
  • Not available to private individuals — only persons holding diplomatic, consular, visiting-force or international-organisation accreditation recognised by MFA.
  • Permanent residents of Singapore cannot use the exemption.

Application Process

1

Sending mission (embassy, high commission, or sponsoring international organisation) liaises directly with the Ministry of Foreign Affairs (MFA) on the IEO application requirements.

2

MFA refers the case to ICA for processing; ICA endorses the IEO in the holder's passport or travel document.

3

Holders retain the endorsed passport for the duration of the accredited posting; cancellation is also routed through the embassy and MFA.

4

Dependants who wish to work must email a completed Letter of Consent (LOC) application, endorsed by the employer, to ICA-IEO_EA@ica.gov.sg before starting employment.
