It was introduced to bridge a critical gap in the immigration system: the need for a high-utility, long-duration travel document that moves beyond the limitations of standard 30-day tourist permits or single-entry business visas. By providing a multi-year framework, the V12 visa effectively removes the administrative burden for frequent travelers, academics, and international delegates, signaling Rwanda’s commitment to being an accessible hub for global discourse, regional cooperation, and long-term engagement without requiring the complex sponsorship or labor market testing associated with traditional work permits.

The ideal applicant for the V12 visa is the frequent international visitor, such as a researcher, conference delegate, or non-resident investor, who requires consistent, hassle-free access to the country over an extended period. While it covers a broad spectrum of non-work activities—including tourism, cultural exchange, and attendance at international summits—it is distinct from employment-based visas because it strictly prohibits the holder from seeking local remuneration or engaging in gainful employment within Rwanda.
