The CPLP National Visa and its associated residency pathway were established under the Agreement on Mobility between the Member States of the Community of Portuguese Language Countries, which entered into force in 2022. This framework was designed to deepen the ties between Lusophone nations—including Angola, Brazil, Cape Verde, Guinea-Bissau, Equatorial Guinea, Mozambique, Sao Tome and Principe, and Timor-Leste—by significantly lowering the bureaucratic barriers to migration. Unlike standard D-series visas, the CPLP pathway prioritizes ease of entry and rapid regularization for citizens of these specific nations, reflecting a shift toward a more integrated Lusophone labor market.

This pathway is ideal for citizens of CPLP member states who intend to establish long-term residency in Portugal for work, study, or family reasons without navigating the complex documentation typically required for third-country nationals. It is particularly beneficial for those who may struggle to meet standard financial subsistence requirements, as it allows for "terms of responsibility" from Portuguese residents or host entities. Recent legislative updates in late 2024 and early 2025 have further enhanced this pathway by transitioning from paper-based certificates to standardized physical residence cards, aiming to resolve previous issues regarding movement within the Schengen Area and ensuring better integration into the European administrative framework.
