The Electronic System for Travel Authorization (ESTA) was implemented in 2009 as an automated system to determine the eligibility of visitors to travel to the United States under the Visa Waiver Program (VWP). Its primary purpose is to enhance national security by pre-screening travelers from low-risk countries before they depart for the U.S., replacing the older paper-based I-94W process.
