The program is distinct from other residency options because it does not require the applicant to obtain a work permit from the Ministry of Labor, nor does it subject the holder to local income tax, provided the income is generated entirely from foreign sources. Applicants must demonstrate an annual income of at least $36,000 USD, ensuring that the visa serves as a tool for attracting high-earning professionals who contribute to the local economy through their daily expenditures. While the visa offers a convenient nine-month stay—renewable for an additional nine months—it is important to note that it is a temporary permit that does not lead directly to permanent residency or citizenship. Furthermore, holders must maintain comprehensive health insurance valid within Panama for the duration of their stay, ensuring they remain self-sufficient and do not place a burden on the local public health infrastructure.
