Must be physically present in Norway or at the Norwegian border to apply.

Must have a well-founded fear of persecution in their home country due to race, religion, nationality, membership of a particular social group, or political opinion.

Must be at risk of being killed, tortured, or exposed to other serious violations if returned to their home country.

Must not be able to receive protection from their own national authorities.

Must not have safe areas within their home country to relocate to.

Must not be excluded from protection due to serious crimes or security concerns.
