Overview

The Temporary Employment Pass (Pas Lawatan Kerja Sementara or PLKS) is a specialized work permit designed for semi-skilled and unskilled foreign workers entering Malaysia to fill labor shortages in specific sectors. These sectors are strictly limited to manufacturing, construction, plantation, agriculture, and services. The pass is not intended for professional or highly skilled expatriates, who typically fall under the Employment Pass category. It is a strictly regulated program where the employer must secure a quota from the Ministry of Home Affairs before initiating the visa process.

This pass is tied to a specific employer and location, meaning workers cannot change employers or sectors without formal authorization. The validity of the pass is generally issued for up to 12 months and is renewable, provided the worker remains healthy and the employer maintains their quota and compliance. Because it is a 'Visa With Reference' (VDR) category, the application must be initiated by the Malaysian employer within Malaysia. Upon approval, the worker receives a VDR, which they must use to obtain a single-entry visa from a Malaysian embassy in their home country before traveling to Malaysia for final endorsement.

Requirements

ELIGIBILITY REQUIREMENTS

Must be a foreign national from approved source countries (e.g., Bangladesh, Cambodia, India, Indonesia, Kazakhstan, Laos, Myanmar, Nepal, Pakistan, Philippines, Sri Lanka, Thailand, Turkmenistan, Uzbekistan, Vietnam).

Must be aged between 18 and 45 years.

Must be employed in approved sectors: Manufacturing, Construction, Plantation, Agriculture, or Services.

Must possess a valid passport with at least 12 months validity.

Must pass a medical examination by a clinic registered with FOMEMA and be certified fit to work.

Employer must have a valid foreign worker quota approval from the Ministry of Home Affairs (OSC).

Must have successfully passed the Immigration Security Clearance (ISC) in the home country.

Must be hired by a Malaysian employer who acts as the sponsor.
