Overview

Maltese citizenship granted to individuals whose exceptional contributions in science, innovation, culture, entrepreneurship, or philanthropy are of exceptional interest to Malta, replacing the former investment-based naturalization programme.

Citizenship by Merit is a discretionary naturalisation pathway governed by Article 10(9) of the Maltese Citizenship Act (Chapter 188) and further detailed in Subsidiary Legislation 188.06. Established to replace former investment-based citizenship programs, this route fills the gap for individuals whose exceptional talents, expertise, or contributions provide significant, lasting value to the Republic of Malta or to humanity. It is strictly merit-based, requiring a formal proposal that demonstrates how the applicant's achievements align with Malta's national interests and priorities, such as those outlined in Vision 2050. The process is highly selective, involving rigorous due diligence and assessment by an independent board, with final approval resting on Ministerial discretion.

This pathway is intended for high-calibre individuals who have made or are expected to make substantial contributions in fields such as scientific research, innovation, technology, entrepreneurship, culture, the arts, sports, or philanthropy. Unlike commercial programs, there is no fixed financial threshold; instead, applicants must demonstrate a genuine, ongoing link to Malta, which typically includes establishing residence and holding property. It is designed for those whose presence and activities significantly advance the country's strategic goals, social impact, or economic development. Successful applicants and their eligible dependants gain full Maltese citizenship, which includes the rights and privileges of European Union citizenship, such as freedom of movement and residence across the EU.

ELIGIBILITY REQUIREMENTS

Must render exceptional service, make an exceptional contribution, or be of exceptional interest to the Republic of Malta or to humanity (Article 10(9), Cap. 188).

Must be at least 18 years of age.

Must prove at least 8 months of lawful residence in Malta with proof of title to adequate residential property at the time of formal application.

Must pass an intensive multi-tier due-diligence process administered by the Community Malta Agency.

Must be of good character and conduct, supported by police conduct records from every country of residence.

Must demonstrate adequate knowledge of Maltese or English.

Must demonstrate genuine ties to Malta beyond residence (philanthropic, scientific, cultural, entrepreneurial or other engagement).

Endorsement by a designated competent body confirming the applicant is likely to fulfil the exceptional service, contribution or interest claimed.

Application Process

Submit a detailed proposal letter directly to the Community Malta Agency outlining background, achievements, and a forward-looking contribution plan (licensed agents are no longer required following Act XXI of 2025).

Community Malta Agency conducts an initial due-diligence review and refers the proposal to an autonomous Evaluation Board.

Evaluation Board independently assesses the proposal and submits a recommendation to the Agency, which forwards it to the Minister for approval in principle.

If approved in principle, formally submit the citizenship application with proof of at least 8 months of Maltese residence and title to adequate residential property.

Evaluation Board reviews the formal application and submits a final recommendation to the Minister.

On final ministerial approval, take the Oath of Allegiance and receive the certificate of naturalisation (extendable to eligible dependants).
