The Cabinet of Mongolia establishes annual quotas for foreign labor by economic sector under the Labor Migration Law. For 2024, Resolution #360 set a total cap of 27,851 foreign workers across all sectors. Individual company quotas are further restricted to a percentage of their total workforce, typically ranging from 5% to 80% depending on the industry. As of late 2024, legislation is under parliamentary review to temporarily lift these numerical and percentage restrictions for non-extractive sectors through December 31, 2026.
