Overview

Residence permit for managers or specialists transferred within a multinational company to a Luxembourg entity, maximum 3 years.

The Intra-Corporate Transferee (ICT) residence permit for managers and specialists was established in Luxembourg as a direct transposition of the European Union’s Directive 2014/66/EU, which sought to harmonize the conditions of entry and residence for third-country nationals moving within multinational corporate structures. Before the implementation of this framework, companies often faced a fragmented landscape of national immigration rules that made the rapid deployment of key personnel across borders administratively burdensome and unpredictable. By creating a standardized legal pathway, Luxembourg filled a critical gap in its immigration system, specifically addressing the needs of global enterprises that require the fluid movement of high-level talent to maintain operational continuity across international subsidiaries. This permit serves as a strategic tool for the Grand Duchy, reinforcing its status as a premier European business hub by ensuring that multinational corporations can seamlessly integrate their global expertise into their Luxembourgish entities without the friction of traditional, localized work permit hurdles.

The ideal applicant for this visa is a highly skilled professional, specifically a manager or a specialist, who is currently employed by a company based outside the European Union and is being temporarily relocated to a branch or subsidiary located within Luxembourg. Managers are typically defined as those who direct the organization or a department and supervise other staff, while specialists are recognized for their proprietary knowledge, advanced expertise, or specialized skills essential to the company’s services, research, or management techniques. What makes this visa distinctive compared to standard work permits is its streamlined nature and its specific focus on internal corporate mobility; it allows for a stay of up to three years, providing a predictable timeline for project-based assignments or organizational restructuring. Furthermore, the ICT permit offers the significant benefit of intra-EU mobility, potentially allowing the holder to work at other entities within the same group located in different member states under simplified conditions. While it is an exceptionally efficient mechanism for corporate growth, it is limited by its temporary nature and the requirement that the individual must return to the non-EU entity upon the conclusion of the transfer, ensuring that the permit remains a tool for professional development and knowledge exchange rather than a pathway to permanent settlement.
