Must be a Ukrainian citizen who resided in Ukraine before February 24, 2022.

Stateless persons and third-country nationals who enjoyed international protection in Ukraine before February 24, 2022.

Family members of the above-mentioned persons.

Third-country nationals who legally and permanently lived in Ukraine and cannot safely return to their country of origin.

Persons who left Ukraine on or after February 24, 2022, due to military aggression.

Valid passport or other travel document (if unavailable, other identity documents like expired passports or ID cards may be accepted).

Documents confirming family ties (if applicable).
