Overview

Permanent residence after 5 years of continuous lawful residence in Lithuania, requiring Lithuanian language and constitutional knowledge exams.

The 5-Year Permanent Residence Permit (Leidimas nuolat gyventi) is a status granted to foreign nationals who have established long-term ties to Lithuania. It is based on the principle of continuous legal residence, typically requiring five years of uninterrupted stay under a valid temporary residence permit. This permit serves as a foundational step for long-term integration, providing a stable legal status that allows individuals to live, work, and study in Lithuania indefinitely, with rights largely comparable to those of Lithuanian citizens, excluding voting and certain public offices.

This permit is for non-EU citizens who have successfully integrated into Lithuanian society. Applicants must demonstrate financial self-sufficiency, requiring a minimum income (often tied to the monthly minimum wage, totaling 11,088 EUR annually) and, in some investment-related contexts, minimum capital or savings of 28,000 EUR. Distinctive requirements include passing examinations on the Lithuanian language and the Constitution. The standard application fee is 160 EUR, and the permit is valid for five years, after which it can be renewed.
