Overview

Residence visa for former Sri Lankan citizens who hold foreign citizenship and are not dual citizens, and their dependents, for extended stays in Sri Lanka.

The Ex-Sri Lankan Citizen Residence Visa was established as a strategic legislative response to the evolving needs of the global Sri Lankan diaspora, particularly those who have acquired foreign citizenship and subsequently lost their original Sri Lankan nationality. Rooted in the provisions of the Immigrants and Emigrants Act, this visa serves as a vital bridge for individuals who wish to maintain deep, long-term ties to their ancestral homeland without the necessity of formal dual citizenship. The visa was specifically designed to fill a significant gap in the immigration framework, which previously lacked a dedicated, streamlined pathway for former nationals to reside in Sri Lanka for extended periods. By providing a formal legal status for those who have transitioned to foreign passports, the government seeks to encourage the return of human capital, foster cultural reconnection, and facilitate the long-term presence of individuals who possess both a historical affinity for the country and the financial capacity to contribute to its socioeconomic development.

This visa is tailored for the ideal applicant who is a former Sri Lankan citizen, now holding a foreign passport, who intends to settle or spend significant time in the country while maintaining their current foreign nationality. It is particularly well-suited for retirees, high-net-worth individuals, and professionals looking to leverage their international experience within the Sri Lankan market. Unlike standard tourist or business visas, which are inherently temporary and restrictive, this residence visa offers a stable, long-term solution that allows for extended stays, making it distinct from the more transient options available to general foreign nationals. Applicants are expected to demonstrate a robust commitment to the country, evidenced by a minimum investment of USD 200,000 or equivalent savings, ensuring that those who utilize this pathway are positioned to support the local economy. While the visa provides the significant benefit of long-term residency and the ability to bring dependents, it carries the requirement of mandatory health insurance to ensure that residents are self-sufficient regarding their medical needs. This visa stands out as a niche, high-barrier entry point that prioritizes those with a proven historical connection to the nation, offering a structured, albeit investment-heavy, alternative to the complexities of the dual citizenship application process.
