Official Information

Overview

Full Jordanian citizenship for USD 750K SME investors outside Amman who create 10 Jordanian jobs and hold for 3 years.

Jordan's Citizenship by Investment program offers a dedicated SME pathway for foreign investors who establish productive businesses outside the capital governorate of Amman. Administered by the Jordan Investment Commission (JIC), it targets decentralized projects that bring capital and jobs to peripheral governorates.

The qualifying investment is paid-in capital of JOD 500,000 (approximately USD 750,000) in an operational SME outside Amman, sustained for at least three consecutive years, plus creation of 10 full-time jobs for Jordanian nationals verified by the Social Security Corporation. Approval grants the investor and immediate family full Jordanian citizenship; dual nationality is permitted.

This visa is ideal for an entrepreneurial operator deploying USD 750K+ into a regional Jordanian SME and willing to maintain ten Jordanian jobs for three years in exchange for citizenship with family inclusion.

Advantages & Considerations

Key Benefits

  • Direct pathway to full Jordanian citizenship and passport on completion of the 3-year holding period.
  • Family inclusion: spouse, dependent children and parents receive Jordanian citizenship alongside the investor.
  • Dual citizenship is permitted by Jordanian law.
  • Lower JOD 500,000 (USD ~750K) threshold for SMEs outside Amman vs the standard CBI tiers.
  • No long-term physical residency requirement to maintain status.
  • Eligibility for the US E-2 Investor Visa under the Jordan-US bilateral treaty.
  • Strategic location at the crossroads of the Middle East, Africa, and Europe.

Worth Knowing

  • Investment must be operational and maintained for 3 consecutive years; capital is illiquid during this period.
  • Must create and sustain 10 full-time jobs for Jordanians, verified by the Social Security Corporation.
  • Project must be located outside the Amman governorate to qualify at this tier.
  • Final citizenship approval is discretionary and subject to Cabinet decision.
  • Passive investments and holding structures do not qualify; the SME must be a genuine operating business.
  • Failure to maintain the JOD 500,000 investment or 10 Jordanian jobs voids the citizenship pathway.
