The core requirement is the demonstration of sufficient, stable, and recurring financial resources derived from non-employment sources, such as pensions, annuities, rental income, dividends, or long-term investments. Applicants must prove an annual income of at least €31,000 for a single person, with higher thresholds required for spouses and dependents, ensuring they will not become a burden on the Italian social system.

Beyond the financial threshold, applicants must provide proof of suitable long-term accommodation in Italy, such as a property deed or a registered long-term lease, as short-term rentals are typically insufficient. Comprehensive private health insurance covering all medical expenses for the duration of the stay is also mandatory. Upon arrival, holders must register with the local police (Questura) within eight days to obtain a residence permit. This permit is valid for one year and is renewable annually, provided the applicant continues to meet the original financial and residency requirements.
