It is distinct because it is granted on an exceptional basis following an individual assessment of the applicant's specific vulnerabilities. Holders of this permit are granted the right to work and access to certain social benefits, but they must continue to meet basic requirements, including financial self-sufficiency and valid health insurance, to maintain their status.
