It serves as a 'trial' period, enabling potential immigrants to integrate into the Israeli lifestyle, explore the job market, and access social services like the national healthcare system (Kupat Holim) through the National Insurance Institute (Bituach Leumi).

While A/1 visa holders enjoy many of the benefits of residency, they are not Israeli citizens and do not hold an Israeli passport or voting rights. The visa is specifically designed for those who have already verified their eligibility through the Jewish Agency but are not yet ready to finalize their immigration. At the end of the five-year period, the holder must either apply for full Aliyah (citizenship) or transition to another visa category, such as the A/5 temporary residency permit. This status provides a flexible, legal framework for those who value the right of return but require time to manage their transition to the State of Israel.
