Overview

Residence and work permit for third-country nationals owning at least 51% of a Croatian company with minimum €27,000 share capital and 3 Croatian employees.

The Croatian Self-Employment Permit, formally categorized under the framework of the Foreigners Act, was established to serve as a strategic mechanism for attracting foreign investment and fostering entrepreneurial growth within the national economy. By requiring third-country nationals to commit significant capital and local labor, the Croatian government designed this visa to bridge the gap between traditional employment-based migration and high-level corporate investment. Unlike standard work permits that tie an individual to a pre-existing employer, this permit acknowledges the value of independent business owners who contribute to the country’s fiscal health by creating jobs for local citizens. The legislative foundation for this permit is rooted in Croatia’s broader commitment to harmonizing its immigration policies with European Union standards while simultaneously incentivizing the influx of foreign capital. By mandating a minimum share capital of €27,000 and the sustained employment of at least three Croatian nationals, the state ensures that the visa serves as a genuine engine for economic development rather than a mere vehicle for personal residency, thereby integrating foreign entrepreneurs into the domestic market in a mutually beneficial capacity.

The ideal applicant for this permit is a seasoned entrepreneur or a high-net-worth professional seeking to establish a long-term commercial presence in Croatia. While the visa is sector-agnostic, it is most frequently utilized by individuals in technology, consulting, international trade, and specialized service industries who possess at least three years of relevant professional experience. What makes this permit distinctive compared to other residency options—such as the Digital Nomad Permit or standard work visas—is its requirement for substantial equity and local job creation, which grants the holder a more permanent and robust legal status within the country. The primary benefit of this route is the ability to maintain full control over one’s business operations while securing a path toward long-term residency, provided the company remains compliant with the strict employment and fiscal requirements. However, the permit comes with notable limitations, including the significant upfront financial commitment and the ongoing administrative burden of maintaining the payroll for three local employees. Applicants must also demonstrate comprehensive health insurance coverage, ensuring that they are fully integrated into the social and economic fabric of the nation from the moment their business operations commence.
