Third-country national residing in Greece.
Inability to depart or return to the country of origin due to force majeure (e.g., serious health issues of the applicant or family member).
Cases falling under the non-refoulement clause of Article 3 of the ECHR or Article 3 of the 1984 UN Convention against Torture.
Referral by the Asylum Service or Appeals Committees during international protection procedures.
Victims of human trafficking (if not covered by other specific permits) or victims/witnesses of serious criminal/racist acts, verified by a Prosecutor.
Valid passport or travel document (or proof of inability to obtain one).
Proof of the humanitarian reason (e.g., medical reports from public hospitals, Prosecutor's act for victims/witnesses).
Four recent passport-sized color photographs and digital copy on CD.
Proof of payment of the administrative fee (EUR 166).
Proof of residence (e.g., rental contract via Taxisnet or utility bills).
