Residence permit granted in exceptional circumstances including public interest considerations, issued at the discretion of Greek authorities.
The Exceptional Reasons Permit (Άδεια Διαμονής για Εξαιρετικούς Λόγους - C.2) is a residence permit established under the Greek Immigration and Social Integration Code (Law 4251/2014) to address unique situations where a third-country national has developed strong, long-term ties to Greece that warrant legal recognition. It fills a gap for individuals who may not fit into traditional categories like employment, study, or family reunification but have established a life in Greece over a significant period. By allowing for the regularization of these individuals, the permit acknowledges their integration into Greek society and the public interest in maintaining social cohesion and stability for those who have become part of the local community.
This permit is ideal for long-term residents who can prove their continuous presence in Greece—traditionally for at least seven years—or for those who have other exceptional circumstances, such as being the parent of a minor who is a Greek citizen. The applicant must provide robust evidence of their long-term presence, such as tax records, utility bills, or school attendance records, to demonstrate their deep-rooted connection to the country. It is distinctive because it is a discretionary, one-time opportunity for regularization that prioritizes the applicant's established social and personal links to Greece over standard economic or professional criteria, providing a pathway to legal status for those who have lived in the country for many years.
