Protection status granted by the Ghana Refugee Board under the Refugee Law 1992 (PNDCL 305D) to persons fleeing persecution based on race, religion, nationality, social group, or political opinion.
Refugee Status in Ghana is governed by the Refugee Law, 1992 (PNDCL 305D), which was enacted to domesticate the 1951 UN Convention, the 1967 Protocol, and the 1969 OAU Convention. This legal framework established the Ghana Refugee Board (GRB) as the primary authority responsible for managing refugee affairs and conducting Refugee Status Determination (RSD) procedures. It provides essential protection by prohibiting the expulsion or return (refoulement) of individuals to territories where their life or freedom would be threatened due to race, religion, nationality, membership of a particular social group, or political opinion.
This status is intended for individuals who have fled their home countries due to persecution or events seriously disrupting public order and are seeking international protection. Applicants must express their intent to seek asylum to an immigration officer, police officer, or the UNHCR within 14 days of entry. Once granted, recognized refugees are issued identity cards and residence permits, granting them legal standing to reside in Ghana, access essential services, and receive support for integration, education, and employment, ensuring their dignity and safety while in the country.
