5-year Estonian residence permit for foreign nationals making a EUR 1M+ lasting direct investment in an Estonian company or Estonia-focused fund.
Estonia's Temporary Residence Permit for Major Investor, issued by the Police and Border Guard Board under the Aliens Act, requires a lasting direct investment of at least EUR 1,000,000 into an Estonian company investing in Estonia's economy, or into a fund that primarily invests into Estonian companies. The investment must not be reduced during the permit (market moves aside).
Issued for up to 5 years and extendable up to 10 years at a time. Applicants must show income of six times the subsistence level (EUR 880/month in 2026) and hold health insurance. State fee is EUR 350 in Estonia or EUR 380 abroad; decisions issue within 90 days and the card within 30. After 5 years of residence and B1 Estonian, holders can apply for the long-term resident's permit.
