Overview

The PAX-1 is a temporary resident visa counterfoil affixed to a passport, allowing an otherwise inadmissible foreign national to travel to Canada to receive a Temporary Resident Permit (TRP) issued on national interest grounds.

The PAX-1 is a Canadian visa counterfoil for foreign nationals who are inadmissible — due to criminality, medical issues, or immigration violations — but whose entry is in the national interest. It facilitates a Temporary Resident Permit (TRP) at the border, enabling legal presence for up to 3 years.

Work rights are not automatic: holders may apply for an open work permit if their TRP is valid for at least 6 months. Spouses and dependents can obtain their own TRP or accompanying status. After 3–5 years of Canadian residence (depending on the ground of inadmissibility), holders can apply for permanent residence.

This visa is ideal for inadmissible foreign nationals whose entry serves a compelling national interest and who need a legal pathway to enter or remain in Canada temporarily.
