Overview

Brazilian temporary investor visa (VITEM IX) granting indefinite leave for foreigners who invest at least R$ 500,000 in a Brazilian company (or R$ 150,000 in a qualifying startup).

Brazil's VITEM IX investor visa, governed by CNIG RN 13/2017 (amended by CNIG/MJSP 49/2024), lets a foreigner reside in Brazil after committing at least R$ 500,000 of external capital to a Brazilian company, or R$ 150,000 to a qualifying innovation startup. The petition is filed at the Ministry of Justice (MJSP) via MigranteWeb with a business plan and three-year job-creation forecast.

Once MJSP approves, the consular visa is issued via E-Consular for ~USD 290 (US jurisdiction) with one-year entry validity; once in Brazil the holder receives indefinite leave and must register with the Federal Police within 90 days. Spouses and children join via VITEM XI Family Reunion (spouses may work), and after 4 years of residence the investor can seek Brazilian citizenship.

Minimum investment of R$ 500,000 of external-origin funds in a Brazilian company (RN 13/2017, art. 2).

Alternatively R$ 150,000 in a Brazilian startup engaged in innovation, basic/applied research or scientific/technological activity (RN 13/2017, art. 3) — granted case-by-case.

Investment must be registered with the Banco Central do Brasil (RDE-IED).

Submit an Investment/Business Plan (Plano de Investimento) including a job-creation plan for the first 3 years, plus capacity-building/training spend.

Be 18 years of age or older with no criminal record (apostilled criminal certificates required).

Maintain the investment in Brazil to preserve residence status; subject to periodic review by MJSP.

Corporate documents of the Brazilian company (contrato social, CNPJ, JUCESP/board filings).

MJSP residence-authorization decision authorizing visa issuance, forwarded to MRE.

Application Process

File the residence authorization request with the Brazilian Ministry of Justice and Public Security (MJSP) via MigranteWeb, attaching the business plan and proof of investment.

Once MJSP approves and forwards the authorization to the Ministry of Foreign Affairs (MRE), complete the online visa application on the E-Consular platform.

Generate, print and sign the Visa Request Form Receipt (RER) and attach a passport photo.

Upload digital copies of all required documents and book a consular appointment in your jurisdiction.

Attend the appointment (or mail-in where permitted), pay the consular fee, and submit originals as requested.
