Overview

Unrestricted freedom of movement for citizens of Belize, Commonwealth of Dominica, and Saint Vincent and the Grenadines. Allows indefinite residence and work with no visa or permit required.

Effective October 1, 2025, Barbados, Belize, Dominica, and St. Vincent and the Grenadines implemented a historic 'full free movement' regime. This agreement allows nationals of these four countries to travel to, reside in, and work in any of the participating member states indefinitely without the requirement for work permits or traditional residency visas. This initiative represents an expansion of the existing CARICOM Single Market and Economy (CSME) framework, aiming to deepen regional integration and provide citizens with greater economic and social opportunities across the participating islands.

Under this regime, eligible nationals receive an indefinite stay stamp upon arrival at ports of entry. Beyond the right to work and reside, the agreement facilitates access to essential social services, including emergency and primary healthcare, as well as public primary and secondary education for the children of these nationals. By removing bureaucratic barriers to migration, the participating governments intend to stem the 'brain drain' of skilled professionals to North America and Europe, encouraging regional talent to contribute to the development of the Caribbean community instead.

Must not pose a threat to national security or public health.

Must not be considered a public charge.
