The quota for cross-border workers (treballadors fronterers) is established by the Government of Andorra through periodic decrees, typically issued twice a year in April and October. The current allocation is 198 permits per six-month period. The government reserves the right to increase the quota by up to 30% if the initial allocation is exhausted. Unused permits do not roll over to the next period. Employers must demonstrate that the position could not be filled by a local resident or citizen through the Servei d'Ocupació (Employment Service) before hiring a foreign cross-border worker.
